So we draw the line first. The scope puts finished in writing before the build begins: acceptance criteria for function, performance, and security, plus what paying off means in numbers, measured against the way you do it today. The build ends when the work crosses that line, not when everyone is exhausted.
Finished means: it runs in production, inside your stack, doing the job it was drawn up to do. Your team can operate it. Someone’s name is on it. And the numbers we agreed on say it was worth building.
