From accepted offer to first shift without chasing paperwork by text

For a temp or contract desk, the placement is not done when the candidate says yes. They still need an I-9 with acceptable documents, W-4 and state tax forms, direct deposit, FCRA-compliant background check consent, sometimes a drug screen, and the client's site-specific forms. Onboarding coordinators chase each item by phone and text, and one missing form can push a Monday start.

How it often works today
  • Coordinators email or text paperwork links one at a time and track completion in a spreadsheet separate from the ATS.
  • Recruiters cannot see onboarding status without asking, so clients get vague answers about whether the worker will start on Monday.
  • Missing I-9 documents, unsigned consents or late drug screen results are discovered the day before the start, risking the order.
  • Paper forms are scanned and retyped into the back office for payroll, introducing errors in tax withholding and pay rates.

A better workflow sends a single mobile-friendly onboarding packet the moment an offer is accepted, tracks each item, reminds the candidate automatically, and shows recruiters exactly what is outstanding. Trained staff still complete the I-9 document review, adjudicate background results and confirm readiness. The chasing is what gets automated.

The improved workflow

Trigger onboarding at offer acceptance

When the recruiter marks a placement as accepted in the ATS, the candidate receives one mobile onboarding packet tailored to the client, role and state, with only the forms that apply.

Track every item in one place

Each document and check shows a status: sent, completed, under review or blocked. Recruiters and account managers see the same view inside or linked from the ATS.

Remind automatically, escalate early

Candidates get reminders by text and email for incomplete items. If something is still missing 48 hours before the start, the recruiter is alerted to call.

Compliance review by trained staff

A trained coordinator completes I-9 verification within the required timeframe, reviews background results under your FCRA adverse action process and confirms the worker is cleared to start.

Send clean data to payroll

Approved tax, banking and pay rate details flow to the back office without retyping, and the client receives a short readiness confirmation.

What we would measure

Hours from offer accepted to cleared to start

The core speed measure. Faster onboarding protects orders and lets the agency fill short-notice requests.

Starts delayed by missing paperwork

Each delayed start risks the order and the client's trust. This should fall noticeably.

Payroll corrections per 100 new starts

Shows whether removing retyping is reducing errors in tax withholding and pay setup.

Where people stay in control

  • Trained staff perform I-9 document review and E-Verify steps. Automation sends forms and reminders; it does not verify identity or work eligibility.
  • Background check decisions follow your FCRA process, including pre-adverse and adverse action notices, handled by a person.
  • Social Security numbers, identity documents and screening results are stored only in systems built for them, with restricted access.
Example

Illustrative example: twelve warehouse starts for Monday

For example, a light industrial branch in Commerce City fills a Thursday order for twelve warehouse associates starting Monday. Each accepted candidate gets one packet on their phone. By Friday afternoon, the dashboard shows nine cleared, two waiting on drug screen results and one missing I-9 documents. The recruiter calls that candidate directly and backfills one position from the bench. All twelve start. This is an illustrative scenario, not a reported result.

What the first 30 days look like

In the first 30 days we would map every onboarding step for your highest-volume client, time offer-to-start on recent placements, and count delayed starts and payroll corrections. Then we would check what your ATS onboarding module can already do and agree a pilot.

Common questions

Can I-9s be completed remotely?

Federal rules have allowed a remote document examination procedure for employers enrolled in E-Verify, subject to conditions. Requirements change, so your compliance lead or counsel should confirm current rules before you rely on any remote process. The workflow can support either in-person or approved remote review.

Does our ATS already include onboarding?

Many do. Bullhorn, Avionté and TempWorks all offer onboarding tools or integrations, sometimes already included in your plan. A typical first step is checking what you already pay for and configuring it properly before buying a separate platform.

What about client-specific forms and safety training?

Client forms and required training can be added to the packet by client and role, so a healthcare client's requirements differ from a warehouse client's. The account manager owns those requirements and reviews them when a client's rules change.

What this workflow costs today

a month in staff time, before any lost sales

Monthly fee + assumed tools +
Break-even: new clients a month (at first-year value)
Or: staff hours recovered and redeployed
Break-even additional revenue
Value of +1 point of win rate
First 90 days, service fee

Illustration only, not a forecast or guarantee. Recovered staff time becomes a cash saving only if spending actually declines or the time goes into paid work. Tool costs are an assumption; we replace every number here with yours before recommending a scope.
